Talk with Uikinerk in Beluslan at Anair Harbor once you have reached at least Level 40. Description Level 41 A Suspicious Call You will be immediately teleported into Inside the Prison Cell on Steel Rake Talk with Haorunerk (PW/AA) Escape from the Steel rake using the teleport scroll hidden in Haorunerk's Bag. Deliver news of Haorunerk to Garkbinerk in Reshanta. Deliver news of Haorunerk to Envoy Leader Payrinrinerk.

There is not really an access quest for Steel Rake, this is just an introduction (sometimes called a Breadcrumb Quest).
