If you are awaiting mail from Raffik, you can go to the Village of Shin and talk with Jerol of the Norrathian Express to see about its delivery status.

When you achieve level 30 you will receive a mail from the '''Office of the Harbormaster." Accept the quest.

1. Meet Reffik in Butcherblock Mountains. He's on the dock near the forge.
2. if you have not already trained in transmuting and adorning, see the trainers at 760, 26, 597 Copy .
3. You need two Lapis Lazuli fragments. Start by transmuting the rusty daggers. If you don't get enough, transmute other low-level items or get some from the broker.
4. Speak to Tyla Maki, the adorner at 760, 26, 597 Copy . Scribe the recipe she gives you.
5. Make the recipe.
• You'll need:
• 2 lapis lazuli fragments
• 1 basic coal
• There's a work bench and coal at Highland Outpost.
6. Return to Raffik.

You will receive the next quest in the mail at level 40.
