If that does not work, kill a whole lot of them. I am not sure why, but she wants you to give it to Majoshat Oley when you find it.

When I found Kuffour's Biological Facts (Ggl) the goblin also dropped Appendix of Ecological Facts, Part 3 (Ggl). This starts another quest, The Lost Appendix.
