Speak with Biddy at (2,1).
Travel to (23,27) and you will enter a cutscene where you must defeat Bryce the Bold, Colbert the Cunning and Hellbringer C'kepaga. After defeating the enemies you will receive Redbelly Wasp Map.
Travel to (39,52) you will find three men; Ahctstymm, Nanasomi and Keroucene passed out on the ground and Raya-O-Senna. Speak with her and go through the cutscene.
Return and speak with Biddy.

Biddy: I was waiting for you to come again, (name). I have a favor to ask of you. Having spent some time in Gridania, you will no doubt have heard of Lifemend Stump?
Biddy: And you will perhaps have heard that many people make the short journey southwest to leave their broken items there for the moogles to mend?
Biddy: It is a sacred place to us Gridanians, but even so, someone has been stealing the items left there in recent days. Can you imagine? Who could do such a thing? And all while the eyes of the wood look on...
Biddy: I'd like for you to travel there and find whoever is responsible, (name). I ask it of you for fear that things may turn violent, gods forbid.
Biddy: Hm? How will you know the thief or thieves when you see them?
Biddy: Well, I've always found black clothing to be a telltale sign. Especially black capes and cloaks and- Oh! Hoods! Anyone with a black hood is sure to be a thief. Also pointy yellow teeth, wrinkled skin, open sores, maniacle laughter... You know, evil things!
Colbert: Parley! Parley! Alright, look, we are bandits, that much is true. Aye, and we may have waylaid you, slightly. B-But we had only the best intentions. W-We...um...we meant to give that coin to the poor! Aye, the poor and destitute! Starvin' younglin's and the like!
Colbert: Stealin' from Lifemend Stump!? Now, I can see how this don't look good, what with us bein' thieves, and that bein' Lifemend Stump over there, but we ain't the ones you're looking for.
Colbert: I'm man enough to admit I ain't man enough to steal nothin' from that stump. A man would have to be out o' his bloody mind to call down that wrath on hisself.
Colbert: No, we're petty criminals, us-honest! As petty as they come! Only take the coin o' travelers and woodsmen, we do. Payment for right o' passage, as it were. Mayhap we throw in the occasional kidnappin' here and there, a spot of ransomin' as' so on...
Colbert: We're no good, it's true. But it ain't our fault! I-I'm from a broken home, I am. And Bryce, there-well, he ain't never bedded a woman, so his head's a bloody mess. But we'll walk the straight and narrow from here on in. Honest we will!
Colbert: Here, take this map. It'll lead you to our den. You'll find a li'l lass we snatched up not long ago. We done her no harm! Go on, take it. She's yours to save.
Raya-O-Senna: You there, tell me true-are you a friend of these bandits? These so-called Redbelly Wasps?
Raya-O-Senna: An abducted girl? You came to save her?
Raya-O-Senna: You speak the truth-I see that. Very well. But know that not everything these poor souls told you was a lie. Hard though it may seem to believe, they are not responsible for the thefts at Lifemend Stump.
Raya-O-Senna: I suspected them myself, and so allowed them to take me. Thence did I discern that while they are lackwits through and through, they are not so reckless or wicked as to commit such grave sins against the Twelveswood.
Raya-O-Senna: It would seem my intuition has led me down the wrong path. While I have idled pursuing the wrong culprits, the forest's animosity has grown stronger still. And all of this while my sister remains in great peril.
Raya-O-Senna: Kan-E! is that you?
Raya-O-Senna: Sister, are these...the great ones? So many of them... dead...
Raya-O-Senna: No! No, it can't be! Who could have done this!?
Kan-E-Senna: Soon, our own time will come, as theirs has. And when it does, we will follow them down the path they have taken.
Raya-O-Senna: Whoever did this will know the forest's vengeance. I vow to find those responsible, sister.
Kan-E-Senna: I pray that you do, Raya-O. As for myself, I will see to the protection of the Gridanians.
Raya-O-Senna: Their protection? Surely you don't mean to return to the city? To stay there?
Raya-O-Senna: You mustn't! If we don't find those who did this, the greenwrath will go unsated. The risk is too great!
Kan-E-Senna: Love is the true gift of Nophica, little sister. Now, more than ever, I must take that love fully into my heart, and guide our people through these dark times.
Raya-O-Senna: Hey, you there! Being blessed with the Echo does not give you the right to spy on whomsoever you please! Gods' sakes, man-we're Seedseers of Gridania!
Raya-O-Senna: I won't forget this, !
Biddy: Welcome back, .
Biddy: Come, tell me all that happened.
Biddy: Raya-O-Senna? You are blessed, indeed, to have chanced upon one of the Seedseers.
Biddy: And we are all the safer now that she has dealt with these forest bandits. But you say she claims they were not the thieves of Lifemend Stump.
Biddy: If she was looking for whom I suspect, then there is naught we can do to aid her. We would only be getting in her way.
Biddy: Still, thank you, . Your efforts and observations have served to ease my mind a great deal.
Biddy: I shall share this news with the others. Perhaps it would do your adventuring brethren good to hear it from you as well.
