Finally figured out why so many people had problems with beginning the saga quests by digging around in the patch notes for alpha.
"‘Saga of the Endless’ quest arcs are available in Meridian at level 20. These have a prerequisite that your character has completed the appropriate racial quest (By the Ancestors, On Distant Shores, or The Pride of the Eth)."
Edited the quest info to point this out.

The order of quests in Scarlet Gorge is:
Long Buried
Foul Intent

Atop the Cascade

All 4 of those can be found at any time during the day/night, more likely suring an invasion due to the excessive number of rifts but they aren't limited to the Jakub invasion.

Does anyone know if: Bomani Houndmaster, First Battalion Commandant, Second Battalion Aurarch, Netherling Caller and Third Battalion Pontiff are only available during Jakub's world event?
