Do you mean upgrade your ship or your skills?
Either way, what you're learning has a fair amount to do with it.
Are you mining? PvE? PvP? Either way, you will want to get your learning up as much as you can.
I haven't played for a while, so I'm having a hard time trying to remember how to help you out here.

also recommend improving learning skills to level IV, i think you get a 100 percent learning bonus for the first million or so, not sure what the allowance is exactly, so use it to maximise the skills that will affect all the others, because whatever you plan to do, the more points you add to your stats, and the higher your skill in learning itself, the less time it will take to learn everything else.
whatever goals you have, there are corps out there that will be wanting you to join them, choose carefully, ideally the ceo will have at least 1 years experience (check employment history!) and the corp have at least a dozen members, (corp attributes)
Mining takes a surprising amount of training, as you need to train the various ore skills in order to use the Tech II crystals to mine them with - and you need to work your way to being able to fly exhumers, not to mention refining skills so that what you mine, you can reprocess without losing too much to wastage.
Mission running, before you start, make sure you pick the right agents. they come in various qualities, and that does affect the lp's and rewards, generally i prefer to work for the various racials fleet agents. agents tend to pay out good amounts of cash, and occasionally items.
PVP, if you want to get into pvp then you need to join a corp that specialises in it, a good intro is to join one thats involved in the faction wars, its not true sec pvp but it will give you an idea of the kinds of things you'll face when you eventually venture into the wilds of 0.0 space. ideally you need to have a source of income to replace your losses, which will be many, especially at first.
so, choose your goal, and find a corporation that suits you, but dont worry if you decide to change your goals at a later point, nothing is set in stone in this game :D

When you say upgrade, im going to take it as to 'better you character/ship'
In order to do so, your financial funding plays a major role, so running missions from different agents in your range (something your ship can handle; not too challenging) Killing enemies would get you bounty, completing missions and the agents will issue rewards as part of the contract AND, the most important part of all, scavenging. Make sure you get that down first, once you can loot efficiently, you'll be making millions within a couple of hours. Once you have a nice fat wallet, you move on to skill books. Well, while you're making money, you should be buying basic/foundation offensive and ship commanding/upgrading skills aswell. But after you've made enough money, the skill books im now referring too are the more fancy ones.
That would be the main part of 'enhancing' your character.
Note: Whilst training, grab as many learning skills as possible, they further increase training time, enhances player accuracy, charm etc. it's very useful especially when earning rep with agents.
After that, you'd be working with your experience. A major part of the game deals with money and missions etc But in order to do your job correctly while making lots of ISK, your ship comes into consideration. The armament of the ship and its statistics. Again, good ships come with hefty prices so dont rush the missions, do what you can. For every ship you use on a mission, especially when the objectives become harder, you have to decide what you want to arm, consider the enemies and how they would counteract. In the end, your instincts would be utilising the guns you, yourself equipped on the ship, if they ain't right, you're gone. Once you've become a bigshot in the universe, and supposedly you've got a wide variety of ships, make sure you have the guns and upgrades etc to support that.
Note: It would be easier also, considering insurance etc, to belong to a corporation or have a corporation which can effectively mass produce ships. With the money your Corporation earns, the more blueprints/ship foundations you can buy and the more free ships you'll get.

IMPLANTS AND LEARNING SKILLS. I am not telling you to only train for them and spend all your money on them, but 50% of your effort should be going towards getting +5's. Find a way to fund them and keep them. There is no real quick way to upgrade, since even if you had enough isk to fund the implants, it would still take you a long time to train whatever final item it is you are going for.

Also a newbie here, and I just wanted to clarify this [for my own sanity]. For skills, my first priority should be buying and learning all the possible Learning skills I can get my hands on and training them to level 4. My second priority should be learning the basic skills I need to fly ships, use appropriate equipment, etc.
