The orc pawn which spawns every 8 minutes for the druid and ranger epic is also the place holder for this person.
Kill the orc and 2 minutes later (if you DON'T get Faelin Bloodbriar) you will get Salani or Kindl in an inn up in Kelethin.
I cannot get either to indicate a different quest.

Salani Tunfar and Kindl Lunsight are on a different spawn cycle than Faelin Bloodbriar. Both cycles include orc pawns that will roam the northwestern zone area near the northern zone wall but they are not equal and do spawn at different locations. Faelin Bloodbriar and her placeholder (orc pawn) are on a 2m24s spawn timer.
Added a screenshot from my tracking window as a proof because Faelin and Salani/Kindl can be up at the same time which does mean that they are on different spawn cycles.

First, the Orc Pawn at +1500, +500 spawns on a 3 minute cycle. Not 8 minutes.
Second, both Salani Tunfar and Kindl Lunsight would pop on track independently of the Orc Pawn spawn. I had the orc spawning with either of the two NPCs up and not up, and always after exactly 3 minutes after killing the previous orc. Besides, Salani was up when Faelin Bloodbriar finally spawned, which should prove the above theory wrong.
So I don't think there is any correlation between Salani, Kindl and the orc pawn at all. This spawn cycle is only orc pawns or druid/ranger epic NPC (Faelin)
