found another easier camp to camp both phers. When u zone in go straight into the quest giver room ( no mobs spawn around there) just north of that little water pound/fountain at first gates/doors.
set up camp there and have puller go up stairs and start clearning camping and pull em.

Tankmerc/Clrmerc 95 'Raid" Zerker 95 Ranger 95 bard 95 sham clearing both sides, 5PHs kills per side and he was a no show. camped in room with Therin the Ancient. geting past the doors was hardest part alot of walkers in there. Droped 10 PHs and no namer pop...i hope the wep is his Common drop Lol.

I can confirm he can spawn on either west or east set of stairs.
think we found the secert to get him to pop or could just be random luck....
he spawns just below stairs outside the doors that lead u to middle. if you have it marked on map it will show u on the east set of stairs (there are 2 sets near each other the other one is across the open area just west of where this named is marked on map)
there is one mob at the stairs on the east side that does NOT have (A or AN) starting in his name. this is the pher... also on the other side of the stairs on the west side set. there is another mob that does NOT have (A or AN ) starting in his named. we first started camping this named on the east set of stairs not knowning about the other set. camped 24 hours almost.. no spawn.... another friend camped this guy for 3 days almost straight. with a few nap breaks and never got it to spawn..... waiting on repop we noticed the mob without the (A or AN) in the name like the pher on the east side. so we were like maybe there are 2 phers?. so we split our group into 2 groups... now we have one group of 3 people and 3 mercis on east side killing mobs/pher and another 3people and 3 mercis on the west killing pher/mobs.
(there are way too many mobs for really one group to clear whole area and both set of stairs)
after ONE spawn cycle named poped on east set of stairs.
dropped belt and we left.
dont know if we got lucky or just need to get those 2 phers down. but it worked.... just thought ill pass the info so no one else has to suffer.
