It depends on the person that made him spawn. Chances are a level 90 ran by, spawned him, likely never noticed and kept on running. So the downside to him is that you really need to be lucky to actually trigger his spawn.

I see him but he is level 90 ^^ and I'm level 22. How would you get him to scale to your level?

I grabbed it with my 90, beat it down a bit and tamed it with my 25. Resisted a few times but can be done.
