It is not "when placed" - it can't be placed. I uploaded the picture to show the description on it when examined. there is no option to place it.

This can not be placed in a home. You have to be in a city to use it. It gives you shinies (some say a tree too but i haven't gotten one). I uploaded an image : [Image:258846]
