lets say i play on pc and complete a ps3 trophy requirement. could i then log on on ps3 and get the trophy or would i have to redo the task all over again on ps3 to get the trophy?
They don't pop automatically. You have to complete one quest, craft one item, etc. & if you've completed over 1,000 of them then both trophies will pop at the same time.
Exception apparently being "My First Quest" trophy. That literally HAS to be your first quest...so just make a random character to get it.

been having alot of trouble with ps3 trophies and i only play on there. seems to be bugged, i have yet to see my "fish 1000 times" and some of the crafting ones

I played 1.0 & completed many, many quests but still got the trophy on PS3 after completing one.
