Random FPS SpikesFollow

Anyone else noticing this or is it my machine? I have all the specs to run on high, but it will go from 40fps to 15 fps in cities like every other second, and sometimes happens when lots of enemies or players are loading, here is dxdiag, I have 8 gig ram, i5 processor, and 4 gig graphics on the laptop. Dxdiag wont show my 4 gig card for some reason, just the intergated, but its the GeForce GT 730M 4gig,

This was happening to me up until the point I replaced my entire motherboard and upgraded from an AMD Phenom II X4 to a core i7. Only for me it was worse, dropping down from 45 fps to 2-3 fps... basically unplayable.

The only thing that stopped it was the upgraded processor. Hopefully you find a less costly solution - and considering you're on an i5, there probably is one.

is your laptop running on power-saving mode? if yes change to balanced or high performance.
type "power saving" to get the menu.
