GC ranking and fate exp cap?Follow

I have a question. My brother recently rejoin the game after quitting 1.0 and he is now grinding fate for exp. He told me today he get less fate exp than his friend. He is lvl 37 and he is fating near windport. He get like 8k experience for fate while his friend get like 11k for the same fate. His GC rating is lower but his promotion quest don;t come till like 42. What could be the reason for his exp cap?

I can't really say if the xp is tied to GC rank, because i don't know that to be true. There are a couple of things i am sure about:
1. The xp you get from a FATE is directly related to how much you do in that FATE. For example,Gold contribution medals give more xp than silver.

2. Your current level will have a direct effect on your xp, compared to the "Recommended Level" of the FATE.

With that being said, is your brother under the recommended level? Is his friend equal to or higher?
