I'd be careful in blaming user-end hardware issues for potential server issues. Whatever you're playing on, they're designed to cull visual data in crowded locations. Whether or not this is optimal is another story, but given how the game chugs in cities (especially near the starter guilds and market areas), my take is more that it's not personal latency or hardware issues, but that the zones are literally too crowded to process data cleanly, creating a mix of lag and packet loss.
One of the reasons why many more servers and hopefully free transfers can't come fast enough. The 7000+ concurrent users a world can support does nothing to guarantee you don't have 500 in each of the starter areas and then a big chunk in places like Costa, Coerthas, and Mor Dhona.
