I just hit level 17 Carpenter, but I don't see it showing me the next tier. Is there something I need to do in order to make it show up?

Get more levels. Don't think the next tier turns up until you're a level or two below it, so 18 or 19.
18 for your next tier, 23 for the one after that.... and thats as far as I can mention being im 25-26ish
Yea, figured it was a stupid question. For some reason I thought normally 3 before the next tier, it would show up.
