So I was one of the original idiots who was duped into spending $80 on the original ff14 like 3 years ago... If I want to try out the "New" 14 do I need to spend more money to "repurchase" the game?

No you shouldn't, log in to Mogstation, activate your account (won't be any charges) and start downloading the client.
