Missing gathering trees. Bug or have I done something? :: Final Fantasy XIV (FFXIV, FF14)

I'm a level 18 botanist.

I'm currently farming cotton (level 15), so I can see all the blue feathers, but while I'm farming, I see someone harvesting trees that are not showing up for me. I check her level and she is level 14. I check my log and it says their is harvest able trees in this area. Anyone know why silver feathers and the trees aren't letting me harvest them?

It might be that the other player is doing a Fieldcraft Leve, in which case the trees they are harvesting are specific to that duty.
