I'm pretty sure all xp scales with the class/job level you are when you earn it. So the consensus seems to be that you avoid getting the "clearing a zone" xp exploration bonus until you are in the high 40's when leveling gets a bit grindy due to high TNL's.

As a level 40 miner I used my stealth last night to check out zones I have not seen yet. I collected about 100k exp at 1524 exp per new location. At first I thought it was for high level areas but it was also low level areas I had not been to.
