Can't see the "STAR"Follow

Hey guys, i'm having some issues with your APP. I checked everything but i still can't see the star with his apps. I unistalled and reinstalled Windows NET Framework 4.5, opened the archive with winrar and also with winzip, i restarted the ff14 client, deactivated my firewall and smartscreen.

Im running windows 8.

Where do i have to put the folder with the program ?
