Halatali and the Sunken Temple are not, I know that for a fact. Also, I think the numebrs are off. It says sunken temple is level 32 - 35, but it would not let me enter until I was level 35. I'm thinking it is actually 35 - 38

Thank you for the info. it's hard being legacy with no want for money and every zone have a dozen quest lit up when you step in them. It's so overwhelming I almost want to join a free company and play normal.

So you have to actually do questlines to unlock the dungeons in each area? That's pretty hardcore.
