Found the last NPC - LAG caused him not to appear in the bar the first time I went there.

I'm level 30 THM on my final quest: Face Your Demons.
The first part, the easy part, is to give 3 npc's flyers in Vesper Bay. Sounds easy enough.
Well I can't get past the first part because I can't find the third npc to give the flyer to. I've been in Vesper Bay a LONG TIME, more than an hour.
So, was there anything special about the third one? Sometimes they do hang out in trees. I went to every roof top to look.

Have you tried underground? Some maps have underground cavern etc.

I found a basement with lots of npc in them, but none of them have the icon over their head, so i tried handing the flyer over and it says 'Invalid Target'

Yeah look above and below you. Pull the map up and if you can, stand literally over the marker to see if it's above or below.
He was in the bar. First two times I went in there it was just the bartender. I even looked behind the bar in case he passed out. Could be lag. My filters do exclude things. Funny, I only put the shout on and then saw lots more people. Thanks for your kindness.
