Oh no, there's a LOT more than two. If there were only two people on your server, you'd be able to log in no problem.

The servers are absolutely packed actually. Even today during the daytime, there were tons of people EVERYWHERE. SE just unbelievably under-anticipated the number of people that would want to play this game. They also need to fire the people in the IT dept. who saw GW2's launch and how amazing the overflow servers worked, and then decided not to use them.
