Currently not yet. If you are Legacy you get a chance to reroll the GC during Main story quest but you are locked out of your old GC gears.

Only Free Company is able to change GC affiliation.

So we're not yet able to change grand companies but we will be able to in the future? The tooltip I received upon unlocking grand companies said that it is "easy to change' ...
