During Phase 3, there was a list available of our linkshell, and each character could be accessed and viewed. Does anyone know if that is back up and where I could find it? I suspect that it isn't available yet, but either way I couldn't find it if it is.
Do you mean the 2.0 Lodestone? That's the only thing I can think of that matches your description.
I think they've taken that down since Phase 3. Hopefully it'll be back by/shortly after launch. It was a pretty cool website and I enjoyed it :)
