It's not that, currently there's a cap in place it seems on the maximum amount of characters allowed to be logged in. It's stupid, but apparently SE is saving their "server stress" test for when they actually release the game (fun fun).

Another issue is not booting people off for inactivity after a certain amount of time. It congests the servers because no one has to ever log out. They can just go about their daily lives and stay logged in. I haven't been able to get on Diabolos in the last half hour or so and don't expect to any time soon. Look at the bright side, only a few hours left until we become customers and not testers. :P

And under these conditions, it's better NOT to logout, thus compounding the problem.

There is an actual queue, but it's limited to like 50 or some really small number, which in this stage of the game might as well not be a queue. I'm not complaining they opened up the server to non-legacy players, but I feel a bit annoyed pressing through all the selections at the Start screen every few minutes.

There are so many good things about the revamp i'm ok with tolerating a few congestion difficulties during population dispersal. It's far better than logging on three weeks after launch (1.0) to search Ul'dah and see 75 people, and only 400 online. Lol.
