OK, I went to Game Stop and preorder FF14 ARR, got my 18 digit code, cam home and went to to SE site, typed in my EMAIL, now awaiting instructions on how to use my early access code BUT haven't got ANY letter yet from SE, should I have gotten my Early Acess by now?

No... Early Access registration doesn't begin until August 20th.

Anyone that applied for it before the cutoff date (22 I believe?) will have a code for p4. Otherwise you have to wait until they reopen beta registration.
