I've been trying to find if there's been any info about the ps4 version pre-orders. Will there be the same bonuses that we were able to get with the PC and PS3 version?

No one knows yet, devs haven't really talked much about PS4 version other than the release being next spring. Please stay tuned!
The bonuses are tied to the account you register.
My only concern is that SE forces people to link their PSN handle to FFXIV on the PS3. I'm trying to figure out if this will be problematic if users change their name for the PS4. I suppose you could always log in under the old account.
As for the OP's question on the PS4 release, all we know so far is the game won't come out for at least a year. I'd imagine it will come out with an expansion. It's far too early to pre-order at this time.

Where did you hear spring or is that speculation?

You can always make multiple PSN accounts.
