Airship PassFollow

Hi all,
I’ve managed to get my Lancer up to Level 15, but I’m unable to purchase an airship pass. From what I can find on the internet there is a main storyline quest I need to complete to unlock them. However, the quests in Grinadia are always called:
Sundered Skies,
Souls Gone Wild,
Whispers in the Wood,
Beckon of the Elementals.

My journal is naming the ‘Main Scenario Quests’ that I have completed as
Close To Home
Coming To Gridania
Chasing Shadows

As such I just can’t figure out, what I’ve missed and where I’m meant to go to rectify it. Can anyone help me?
