Anyone know when are we able to re-activate cancelled FFXIV 1.0 character? Phase 4 or Official Launch?

Currently there's no option for that in FFXIV Service (I thought it would be available with the 1.0 character data transfer in Phase 3). I know my character is still available since I was able to submit a World Transfer request for my "Cancelled" 1.0 character.

I would like to think it would be after phase 4 sometime before the early start that some players will get be getting. This way it allows people to install the game, update and register it on their SE Account Management page. This is just speculation but my thoughts.
