Inhave been sent to central thanalan to harvest a lightning shard. I cannot find any points inside this level. Any help on where to go would be helpfull.

You have to get Botanist to at least level 11 and get a scythe so that you can harvest. Once you do the lightning shards are in the nodes east of black brush where the cactuars are.
