If I understand the situation correctly, Time Travel is your best bet.

Since a few patches ago (before 3.2?), the high level stamina patches either make the item soulbound, require a minimum level, or both.

Unless they changed it, any set of white legs (ie/ones with no stats or item level) can still accept even level 80 chants so in theory, that might produce a better pair of pants then any normal level 19 drops.

For example, one used to be able to cast high level chants on stuff like the brooms that dropped from the farmers and the staff that comes out of the bag of fishing treasures - again, no clue if this still works or if it's been fixed/nerfed/changed (depending on your perspective).

I'd probably recommend bailing on the idea though kid - from what I heard the twink BGs are literal ghost towns now as twinks apparently don't like fighting each other and thanks to BG XP, you'll ding 20 before it's even worth the effort you put into gearing this toon if you go into the normal ones.

Or I think they took some of the enchants out of the game, basically you can enchant boa's with anything that doesn't require "must be level XX or higher" with the exception of shoulders I don't believe there is anything you can put on those, without being a grand master in that profession, which is impossible at 19.

So, your best bet is to use boa's, chest with like 100 health, staff for casters can be +35 sp I believe, you can put I believe 120 armor on a cloak too. So there are a few good ones, you can also look for some pots from alchemists too to help a bit.

Just found out with my inscriptionist that you can put the inscription shoulder "chants" on to the bind on account shoulders - wonder it will stay when other toons use them?

If it did stay (I forget if there's a ilevel req) then it would have a message in red under it "Requires Inscription" so it would be there, you just wouldn't get the benefit. I'm not sure you could though, just because it binds it to your character to use the scribe enchant.
