Eh, I don't know what Second Coming people thought it was going to be that people are feeling so let down. It's just a game.
The whole hacking thing, in my opinion, is significant enough to make the game unique within the genre. Being able to play with the environment gives you a bunch more options and the whole camera hacking thing lets you play stealthily without even moving if you want. I needed to access a server within a guarded building. I tried physically infiltrating it a few times (quietly) but then decided to stay out of the action on a balcony. I used my phone to hack a camera, from there jumped to a guard's cellphone, used his phone's camera to jump again and then from that camera was able to hack the controls for some security shutters and raise them. Jumped again and was able to see through the now unshuttered window to hack a phone lying on a table and have it make noise, attracting a guard. Jumped to his phone and waited for him to turn around and get line of sight to a terminal. Jumped into that, broke the security, took control of an upstairs camera and got line of sight to the server I needed and I was in.
Had I wanted to, I also could have just used my assault rifle to kill a bunch of dudes and walked up to the terminal directly. And I won't pretend that my above scenario was exciting to relate but it was pretty fun to do. Likewise, I've hacked the controls of a crane to drop crates on some guards, blew open valves to stun the guys next to it and blow up high voltage panels to predictable effect for the guy next to it. Or mix and match like when I used some cameras to locate my target on the third floor of a parking garage, grabbed a car, drove past the guards to get to my target, beat the crap out of him, ran up to the top floor and picked the largest vehicle I saw before plowing back down through all the dudes. Not as sophisticated but still fun.
Anyway, I'm not saying it's the best thing since sliced bread but it's a solid entry into the field. You could argue that SRTT is GTA with over-the-top humor, Sleeping Dogs is GTA with kung-fu and Just Cause 2 is GTA with a grappling hook but it's those "with..." modifiers that makes them worth playing.
