I hate DLC and almost never buy it until much, much later in a GOTY edition or something, which is why I only had what came free with my DA:O copy. It's typically overpriced and doesn't add that much to the game. Legacy for DA2 is $10, but adds a measly 2-3 hours of gameplay. Oh, then there's the fact that DLC adds achievements even if you don't have it. You can't 100% a game without buying the DLC.
