I've been doing it, well sort of.
The best method in my opinion is to do instances for the first 2 or so levels of the bracket. That middle (3 or 7) level I usually mix it up. Then go hardcore BGs for the last 2 levels.
This is of course assuming full BoA gear.

My latest characters are doing this. It was a ton of fun on my hunter, as I ended up with tons of kills and victories. With my rogue it was brutal. The hunter might take 3-4 wins to level up; my rogue would take twice the amount of matches, because my team constantly lost. Leveling in BG's is fun if your side can win. It takes so much longer to level when you can never win. It also seems like things can change so drastically between brackets. You might win all the time in the 19 bracket but lose all the time in the 29.
I like to queue while questing since I don't have the patience to sit there and wait between each queue.

That really also deepens on the server you are playing. I have 2 chars on a PVE realm (alliance) and I can tell you I would need 1 year to lvl up as we loosing against horde almost every fight. And that in all Bgs even in WSG where usually Ally is ruling :-) I have tried to lvl trough pvp on another server but I didn’t succeed I still needed to do pve, otherwise it would have taken double time.

What server you're on has no effect on BGs anymore. At all. Unless you want to bring in US vs EU, which will have an effect.
