I was trying to understand this but I don't. Ok my toon is a Kerra Ranger and I want to change her from a ranger. How do I go about it and know what I can change her to since she is 85. I know the whole quest line for citizenship and have done it, but don't recall it saying I can change from being a ranger.

You can only change classes by betraying your alignment, and then only to your your class' opposite. In this case, Assassin. You have to do the whole betrayal line to do so.
You can shortcut by using a Betrayal Token, which is a loyalty reward.
