TESO may not mind having its Xbone players segregated. Or perhaps Microsoft has changed its stance on this too, in which case SE is certainly welcome to revisit it.
This is the correct answer. And as far as I know, MS has not changed their stance.

Yes this doesn't explain the deal with FFXI, but MS has changed in the last 11 yrs.
I believe that FFXI was an exception because MS was desperately trying to get a Japanese audience on board with the Xbox 360 at the time, so that's why SE was allowed to port FFXI to that console. Of course, MS figured out they didn't need Japan that badly after all, so that's why FFXIV doesn't have a Xbox version. They didn't seem to mind when it came to FFXIII and its sequels though, but of course, those are offline games.

If I were a game producer looking to sell my product, I would want it to be on a platform with a sizable audience. More prospective players means more sales. MS probably wants some of SE's gil to make it happen and we all know SE has a tight coinpurse.
Giggety Yes, MS simply doesn't want to allow online cross platform games on their consoles. Yoshi really wanted to make a version of ARR for the 360, but MS said no because of that reason. If there was a version for the Xbox, the Xbox players would have to have their very own servers.
