I made a conjurer on a Japanese server, Valefor, and even those servers are starting to give me error 1012s. Is the capacity of every server getting tighter in general until after the All Worlds Maintenance? It would be nice if Square Enix would let me transfer my JP character to my main server for free.

its probably due to NA/EU players going there when they can't play in NA/EU servers, also on regards to transfer, i doubt they'll do it for free and even then, if your desired server is full, i doubt it will be allowed.

If they offer it for free at all, it will only be from Full Server -> Brand new empty server.
Locked worlds will likely remain locked for several months.

Well, log your TOON out, and see if you can get back on quickly.
Those who can't login, create a TOON on Hades. Now that the JP servers are having issues, SE will fix the issue.

Traditionally, Final Fantasy players refer to their characters as characters and not toons. We tend to cringe at the term.
The perception is that WoW players refer to them as toons apparently still persists.

I also received a 1017 error on a JP server, not even five minutes ago. It was on Titan.

actually PS3 ate my Kiya character on Behemoth and currently I'm leveling Kiya Sirenia on Siren.
JP servers are generally free of 1017 and typically aren't being flooded so much they can't maintain a queue, hence the surprise in the OP. Not a troll, pretty legit.
yeah I have had only 1 time (and it was late at night west coast time on a weekend, so basically JP time) that I couldn't log in so far.
