Yes, that's the point. Normally if the condition is Poor, you want to Observe (if you are not fussing over Progress/Durability otherwise throw a Careful Synthesis).

When you activate it, whichever action you take be it another "buff" ability it still counts as a step. So when you use it make sure you use any action that reduce durability and it will nullify that effect (unless Elemental Unstable). That applied to every actions that uses the word step.

You want Innovation (50% control bonus) to start the chain Inner Quiet because it's super cheap for vast amount of control + control up it will give.
Byregot's Blessing is what I call Limit Break. It's super awesome after long chain of Inner Quiet.
Great Strides is also important but every class has it.
Rumination is quite good if you can't chain Byregot's Blessing for whatever reason that is.
There are others as well but remember abilities only last for X steps (except Inner Quiet) so whenever you pop one it also take away 1 step from the duration.
