This guy seems to know how to fix the problem. Seems it really comes down to getting all the .patch flies out of you My Documents folder.

What should I do?
If you're running XP, go to the following folder:
C:\Documents and Settings\YourCleverUsername\My Documents\My Games\FINAL FANTASY XIV - A Realm Reborn (Beta Version)\downloads\ffxivpatch\2eeb0f4c\patch
If you're running Vista, Windows 7, or Windows 8, go to the following folder:
C:\Users\YourCleverUsername\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn (Beta Version)\downloads\ffxivpatch\2eeb0f4c\patch
There will be a file there named D2013.01.15.0000.000number.patch where number is "0", "1", "2", etc. The patches download in numeric order. If you see a file here named D2013.01.15.0000.0001.patch, congratulations - you've installed D2013.01.15.0000.0000.patch successfully.
When you get this error, go to the above folder and delete the .patch file. Upon doing so, log back into the launcher and it'll try the download again.

When I go to look the patch folder is empty, no files in it at all when the error occurs.
